Responding to the inquiry into Victoria Climbié's death, the Government proposed a range of measures to reform and improve children's care.  These are set out in the Green Paper - Every child matters. The consultation which followed led to the publication of Every child matters: next steps in which the DfES set out the outcomes they are seeking for children and young people:

  • Be healthy: enjoying good physical and mental health and living a healthy lifestyle

  • Stay safe: being protected from harm and neglect and growing up able to look after themselves

  • Enjoy and achieve: getting the most out of life and developing broad skills for adulthood

  • Make a positive contribution: to the community and to society and not engaging in  anti-social or offending behaviour

  • Achieve economic well-being

A framework has been developed in partnership with the statutory, voluntary and community sectors to identify what the key outcomes mean in practice and how progress towards them will be measured (subject to consultation).

Everything the Children's Fund Medway does in future will be underpinned by these desired outcomes, which are now enshrined in the Children Act 2004.
